Elysium Assists Pro Bono in Litigation Yielding More Representative Local Election Result

As recently reported by boston.com, Sokhary Chau was sworn in last month as the mayor of Lowell, Massachusetts. In addition to being the city’s first Asian American mayor, Mr. Chau is also the first person of Cambodian descent to serve as the mayor of any city in the United States. Lowell’s November 2021 municipal election resulted in its most diverse cohort of elected officials in its ~185 year history.

Lowell’s most recent election cycle was its first to include a revised election process as a result of the settlement of the Huot v. Lowell litigation in which plaintiffs, represented by Ropes and Gray and by Lawyers for Civil Rights, argued that Lowell’s then-current “at-large plurality municipal electoral system … unlawfully and unconstitutionally dilutes the vote of minorities in Lowell …” (Complaint for Injunctive and Declaratory Relief, filed May 18, 2017). Elysium assisted counsel from Lawyers for Civil Rights in a pro bono capacity as part of this litigation.
