Geoff A. Cohen, Ph.D. External Testifying Expert

Geoff A. Cohen, Ph.D. specializes in computer science and intellectual property litigation, including patent, trade secret, and copyright cases. He has extensive experience investigating the development and design of software systems, identifying and assessing evidence of infringement, and researching and evaluating prior art. He has served as a consulting and testifying expert witness in cases in state court, federal court, the International Trade Commission, and the U.S. Tax Court. He has also assisted government agencies in matters including privacy issues resulting from data breaches, and software asset valuation. His expertise includes enterprise software development, mobile and distributed systems, security, and GPS and geographic computing systems.

Geoff currently serves as a Technologist at the Privacy and Civil Liberties Oversight Board, an independent agency of the U.S. government that ensures that efforts by the Executive Branch to protect the nation from terrorism appropriately safeguards privacy and civil liberties. Prior to his service there, Geoff was a vice president at Elysium Digital. He has led the Internet Security & Privacy working group at the M.I.T. Communications Futures Program, and worked with the National Academies’ Computer Science and Telecommunications Board. He has also worked for Ernst & Young, IBM, Data General, and the National Security Division of the Congressional Budget Office.

Geoff holds a Ph.D. in computer science from Duke University, and an A.B. from the Woodrow Wilson School of Public and International Relations at Princeton University, specializing in technology policy. He is a member of the Association of Computing Machinery’s Public Policy Council (USACM) and a member of the Intelligence Science and Technology Experts Group (ISTEG).
